Unlike a backyard pool, a strata pool involves duty of care to residents and guests, formal compliance obligations, and a maintenance budget that has to be defended at every AGM.
What committees are actually responsible for
- Barrier compliance — the owners corporation must maintain a compliant safety barrier at all times (mandatory ACT-wide since May 2024), with certification for older pools required by 1 May 2028
- Water quality — shared pools carry higher bather loads and higher expectations; poor water quality in a common-property pool is a liability issue, not just an aesthetic one
- Equipment upkeep — pumps, filters, chlorination and heating on common property are the owners corporation's to maintain
- Records — when something goes wrong, the first question is always "show us the maintenance records"

Budgeting tip for treasurers: ask contractors to split quotes into fixed servicing, consumables (chemicals), and a recommended sinking-fund provision for equipment replacement. Pumps and chlorinators have predictable lifespans — a committee that budgets for them never faces a special levy surprise.
